The National Labor Relations Board (NLRB) recently published its four-year “Strategic Plan” for Fiscal Years (FY) 2019 – 2022 (October 1, 2018 – September 30, 2022). The Plan, which is required under the federal Government Performance and Results Act Modernization Act (GPRAMA), is designed to lay out the Board’s priorities and provide a description of how the agency intends to achieve the Plan’s stated goals and objectives.
The primary goal of the NLRB’s new Plan is reducing the amount of time it takes the agency to process so-called unfair labor practices charges under the National Labor Relations Act (NLRA). The Plan calls for a five percent reduction in processing time each year for four years, resulting in a 20% total time reduction by the end of FY 2022. This goal applies to case processing in the regional offices, as well as the time between an administrative law judge (ALJ) decision, Board order, and closure of the case.
While the Plan lists other goals, such as resolving a greater number of union representation cases within 100 days of the filing of an election petition and managing agency resources in a manner that instills public trust, the most impactful goal stated in the Plan is the speeding up of the resolution of unfair labor practice cases.
