This Interstate Special Edition summarizes cutting-edge employment bills passed by the California legislature in 2023, both those signed into law and those vetoed by California Governor Gavin Newsom. The previous Interstate memo included several bills that were awaiting action by Governor Newsom after being passed by the California legislature. In view of California’s reputation as a trendsetter in employment legislation, we’re reporting on Governor Newsom’s subsequent actions on these bills now that California’s 2023 legislative session has ended. Bills on the following topics were signed into law: health worker minimum wage, non-compete agreements, off-the-job cannabis use, retaliation, and unpaid “reproductive loss” leave. Bills on these topics were vetoed: disability accommodations–work from home, layoffs/Mini-WARN Act, protected classes: caste, and protected classes: family caregiver.
