In an unvarnished attempt to shore up organized labor support in anticipation of the upcoming November elections, the Democrat-controlled House of Representatives recently approved the “Protecting the Right to Organize (PRO) Act” (H.R. 2474), legislation that would rewrite the National Labor Relations Act (NLRA) to skew the law in favor of union organizing while hamstringing management’s legitimate right to resist. The bill passed the House by a vote of 224 to 194 on February 6, mostly along party lines.

While the bill stands no chance of advancing in the Republican-controlled U.S. Senate this year, it clearly is designed to be a litmus test for candidates seeking organized labor’s endorsement, and could advance quickly in the next Congress if the political environment shifts significantly after the November elections.
