A long-awaited final rule promulgated earlier this year by the Department of Labor (DOL) is scheduled to go into effect on May 11, 2020. The rule, which was published in the Federal Register on March 11, 2020, is designed to facilitate development of so-called Industry Recognized Apprenticeship Programs (IRAPs), an early priority of the Trump Administration. As discussed in more detail below, a significant portion of the rule outlines steps that organizations must take to be officially recognized by DOL, and remain recognized, as Standards Recognition Entities (SREs), the entities that are given the authority to certify IRAPs.
