Nearly six months into the government’s 2025 fiscal year, which began October 1, 2024, Congress has effectively given up on passing an annual appropriations bill and has instead passed a continuing resolution (H.R. 1968) that funds most parts of the government at the same level as last year. Enactment of the bill clears the way for negotiations to begin over next year’s spending.

The following list shows the final spending numbers compared to the spending levels requested by former President Biden in March 2024:

  • For the OFCCP, President Biden requested $116.1 million for FY 2025, but the CR provides only $111 million in funding.
  • For the EEOC, Biden requested $488.2 million, but the CR provides only $455 million.
  • For DOL’s Wage and Hour Division, Biden requested $294.9 million, but the CR provides only $260 million.
  • For the NLRB, Biden requested $320 million, but the CR provides only $299.2 million.
  • By contrast, ICE received a notable boost. Biden requested $9.3 billion, but ICE is receiving $10 billion.
