Burnishing his credentials as the self-proclaimed “most pro-union president” ever, President Joe Biden recently issued an Executive Order (E.O.) on “Worker Organizing and Empowerment” with the stated purpose of “encourag[ing] worker organizing and collective bargaining.” The new E.O. directs Vice President Kamala Harris to establish a task force consisting of numerous cabinet-level and other agency officials in order to “identify executive branch policies, practices, and programs that could be used, consistent with applicable law, to promote [the] Administration’s policy of support for worker power, worker organizing, and collective bargaining.” The task force is then to make recommendations for action within 180 days.
In a related development, the Biden Administration and Congressional Democrats are pushing hard for enactment of the so-called “PRO Act,” which has already passed the House of Representatives. That bill would essentially rewrite federal labor law in favor of union organizing.
