The U.S. Equal Employment Opportunity Commission (EEOC) has published its Congressionally-mandated Performance and Accountability Report (PAR) for Fiscal Year (FY) 2015 (October 1, 2014 through September 30, 2015). The PAR, submitted by covered federal agencies each year to Congress and the President, is designed to evaluate an agency’s overall progress towards achieving its objectives and priorities, including financial condition and program performance.
Perhaps not surprisingly, an agency’s annual PAR tends largely to be a self-serving document that touts what a great job the agency is doing, and the EEOCs FY 2015 PAR is no exception. For example, according to the PAR, the EEOC enjoyed “major achievements and progress toward advancing our mission to stop and remedy unlawful employment discrimination.”
At the same time, however, the preliminary charge and litigation statistics included in the PAR do provide a helpful barometer of the agency’s enforcement efforts as compared to previous years.
