The Equal Employment Opportunity Commission (EEOC) has released the much-anticipated file specifications that employers will need to complete their upcoming EEO-1 “Component 2” pay and hours-worked data reports using the popular “data file upload” filing method. The data file upload method will relieve Component 2 filers of having to manually enter up to 3,660 data points for each of their U.S. establishments with 50 or more employees.

Importantly, unlike the “wide” file structure that the EEOC was intending to use when the Component 2 filing requirement was first set in 2016, the agency has now switched to a “narrow” file structure in which each establishment will occupy as many as 1,830 rows of data, reporting headcount and hours-worked data for each unique combination of race/ethnicity, sex, EEO-1 job category and pay band.

EEO-1 Component 2 data filings are due by September 30, 2019. Although the data upload filing option is not expected to be operational before August 15, release of the file specifications will now allow EEO-1 filers to begin preparing their data files for upload.
