Presidential Executive Order 13496, issued in 2009 by President Obama, requires federal contracts and subcontracts in the amount of more than the Simplified Acquisition Threshold (currently $250,000) to include a provision obligating the contractor to post a notice informing employees of their rights under the National Labor Relations Act (NLRA). The Department of Labor (DOL) issued implementing regulations in May 2010, and the requirement went into effect for covered federal contractors on June 21, 2010. Enforcement of the posting requirement was in turn delegated to DOL’s Office of Federal Contract Compliance Programs (OFCCP).
DOL recently announced that it has made minor technical changes to the NLRA rights poster, specifically a new telephone number for the National Labor Relations Board (NLRB) and the addition of contact information for individuals who are deaf or impaired. No other changes were made to the poster.
