President Biden has nominated academic Richard Revesz to serve as Administrator of the little known but extremely influential Office of Information and Regulatory Affairs (OIRA) within the White House Office of Management and Budget (OMB). Perhaps signaling the importance of OIRA both to achieving the Administration’s regulatory objectives and the impacts on the regulated community, it has taken more than a year and a half for the President to nominate anyone for this important role.
Professor Revesz has extensive past experience with shaping environmental regulations, and based on media accounts appears to be well respected by regulatory experts on the left and right. That said, given the critical role that OIRA plays, we expect that his nomination will be heavily scrutinized by the U.S. Senate before any confirmation vote is taken.
