The Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) has published a notice announcing that it will seek approval from the White House Office of Management and Budget (OMB) to extend the agency’s recordkeeping and reporting regulations pertaining to construction contractors.
OFCCP’s submission to OMB includes a request for reauthorization of the Construction Contract Award Notification Form (Form CC-314), which construction contractors have the option of using to notify OFCCP of the award of a construction contract or subcontract in excess of $10,000. In addition, OFCCP is asking OMB to reauthorize the construction contractor compliance check letters that were approved by OMB in April of this year in order to “consolidate [OFCCP’s] reporting burden for construction contractors.”
Routine periodic requests by federal agencies to extend information collection requirements (ICR) are required under the federal Paperwork Reduction Act (PRA), and must be formally approved by OMB. The process is initiated, as here, with a published “pre-clearance consultation” in which interested parties have the opportunity to comment on the content of the collection, and the burdens and utility of the particular recordkeeping and reporting requirements at issue before the agency submits its formal request for extension to OMB.
