The Center for Workplace Compliance, our affiliated nonprofit membership association, has published a sample communication that CWC members can use to notify their California labor contractors about the state’s new SOC-based pay data reporting requirements.

The state soon will require employers to report their employee and labor contractor employee data using the 23 Standard Occupational Classification major occupational groups rather than the 10 EEO-1 job categories previously used. The new classification requirements apply to reports due in 2027 covering calendar year 2026 data.

Covered employers will need to get SOC classification information for workers supplied to them by covered labor contractors. Employers should ensure that contractors are aware of these requirements before the 2027 filing deadline so they can make any necessary changes to their internal processes.
