Reducing the cost of federal regulations and reining in the use of so-called agency guidance documents are two major components of the Trump Administration’s regulatory reform agenda.
In the most recent development, President Trump last week signed three new Executive Orders to help implement these priorities. Because the Executive Orders require the White House Office of Management and Budget (OMB) to establish important policies critical to their implementation, and will require each covered agency to promulgate corresponding policies particular to that agency, their ultimate impact is yet to be determined.
Nevertheless, in issuing these reform initiatives as Executive Orders rather than as a memo or directive from OMB to the respective agencies, the President has clearly signaled his intent that he expects the agencies to make these initiatives a priority.
