Federal agencies awarding government contracts have begun issuing contract solicitations including the contract clauses and notice language required by Executive Order (E.O.) 13950, which prohibits covered federal contractors and subcontractors from conducting workplace training programs that include race or sex “stereotyping or scapegoating.”
The E.O. delegates enforcement of the contractor provisions to the Labor Department’s Office of Federal Contract Compliance Programs (OFCCP), which has issued compliance guidance in the form of Frequently Asked Questions (FAQs) posted on the agency’s recently launched E.O. 13950 landing page.
E.O. 13950 also contains a provision that requires covered federal contractors to use a prescribed notice that must be sent to labor unions and posted in conspicuous places available to employees and applicants for employment.
