The proposed budget that President Biden submitted to Congress to fund the federal government for upcoming fiscal year 2024 (which begins on October 1, 2023) requests huge funding increases for several agencies that have workplace enforcement authority. These include the Labor Department’s Office of Federal Contract Compliance Programs (OFCCP, with a 36.5% requested increase) and Wage and Hour Division (WHD, 31.1%), as well as the National Labor Relations Board (NLRB, 25.7%). The President’s annual budget request is essentially the opening bid in a process that plays out in Congress over several months. That process is likely to be more contentious than ever this year because Republican leaders in the House of Representatives are advocating for funding cuts rather than funding increases.
