One of the first executive actions that former President Barack Obama took after assuming office in his first term was to sign an Executive Order (E.O.) – strongly supported by organized labor – that required companies that took over service contracts with the federal government to first hire the workforce of the predecessor contractor to work on the contract in question.
Although it was widely assumed that President Trump would rescind the Obama Executive Order, it was not until last week that the Administration finally took action, when on October 31, 2019, the President signed E.O. 13897, which effectively repeals the prior E.O.
